Precast Association
Raises Money for Hurricane Victims
The National Precast
Concrete Association continues to support precast concrete manufacturers
on the Gulf Coast affected by hurricanes Katrina and Rita. NPCA
established the Hurricane Relief Fund shortly after the hurricanes hit. To date, NPCA has
raised over $30,000 from the association’s membership. These funds, will
go directly to employees of NPCA member companies who have lost their
homes or have faced financial hardships due to the storms. In
addition, NPCA canvassed its members in the Gulf Coast region to
determine whether any members were having difficulty obtaining cement as
a result of the hurricanes. Members reported that their cement supplies
were unaffected so far, but that labor and delivery of supplies had
become a serious issue. As of October 17, one company with 80 employees
reported that it had not heard from half of its employees since
Hurricane Rita and was unable to continue full production because of the
labor shortage and an unstable power supply in the region.

RMC
Research Foundation to Fund Forensic Study of Gulf Coast Region
The RMC Research Foundation is funding a
forensic study to evaluate how various building systems were
affected by recent hurricanes in the gulf coast region. The RMC
Research Foundation is working with Mississippi Concrete Industries
Association to sponsor the research which will be conducted by
members of the Civil Engineering Department at Mississippi State
University. Researchers will evaluate building structures and codes
and provide recommendations that will ultimately help rebuild areas
devastated by recent hurricanes and help protect public safety
should future storms affect the region.

Mississippi Legislature Expected to Approve Land-Based Casinos,
Study Statewide Building Code
On October 3, Mississippi senators voted
to allow casinos within 800 feet of the water, allowing many to
reopen in existing hotels or rebuild on land. House members had
approved the bill September 30. The new legislation updates a 1990
law allowing gambling only on barges along the Mississippi River and
the Mississippi Gulf Coast. A concurrent resolution, SCR 503,
creating a study committee to look at a statewide building code to
meet federal requirements and insurance standards, is also being
considered. The study committee would establish minimum standards
for construction to respond to federal requirements for the Federal
Emergency Management Agency aid after a natural disaster including
tornadoes, earthquakes or hurricanes.

Concrete industry employees in the Gulf
coast region are urged to write their state legislators to support
the adoption of statewide building codes.

Letters Urging Statewide Codes Sent to Gulf Coast Newspapers
PCA recently
sent letters to newspapers in Alabama (Montgomery Advertiser,
Birmingham News, Mobile Register) and Mississippi (Biloxi
D'Iberville Press, Gulfport Sun Herald, Jackson Clarion-Ledger)
promoting statewide building codes in Gulf coast states.
Additional letters are planned for Louisiana, Texas, the
Carolinas, and Georgia. Read sample letters for

Gulf States
Members Urged to Support Uniform Building Codes
In the wake of the destruction caused by Hurricane Katrina, NACA
organizations ask members in the hurricane-affected states of
Louisiana, Mississippi, Alabama, and Texas to contact their state
legislators to encourage them to immediately adopt the International
Building Code and International Residential Code.
